Adding buildings and units

On a property's page:

1. + Add building — name and placed-in-service date. This date is important: it selects the correct income-limit "vintage" (older buildings can keep higher, grandfathered limits).
2. + Add unit — building, unit number, bedrooms, the LIHTC AMI (only for Average Income units), and the 4d approved AMI % (for 4d units).

Get the placed-in-service date right — an incorrect date can produce the wrong limit or an "Undetermined" result.
